It is composed of two characters: 全 (quán), which means "all" or "complete", and 力 (lì), which means "strength" or "power". The word 全力 is often used in a positive sense to describe someone who is putting in their best effort or who is doing something to the best of their ability. For example, you might say 全力以赴 (quánlì yǐfù) to describe someone who is going all out or who is giving it their all. The word 全力 can also be used in a negative sense to describe someone who is not putting in enough effort or who is not doing something to the best of their ability. For example, you might say 全力不为 (quánlì bù wéi) to describe someone who is not doing their best or who is not putting in enough effort.
