The Chinese word 出台 (chū tái) is a compound word consisting of two characters: 出 (chū) and 台 (tái). The character 出 means "to go out, to come out, to appear, to produce, to issue," while the character 台 means "a platform, a stage, a stand, a terrace, a podium." When combined, the two characters form the word 出台, which literally means "to come out on a platform or stage." In modern Chinese, 出台 is used to mean "to issue (a document, a policy, a regulation, etc.)," "to promulgate," or "to enact." For example, the sentence 政府出台了新的政策 (zhèngfǔ chū tái le xīn de zhèngcè) means "The government has issued a new policy."
